Congestion pricing debate hits public phase

New Jersey drivers got their first opportunity to sound off on the proposed congestion pricing plan in New York City. If the plan is approved, motorists will have to pay an extra fee anytime they head south of 60th street in Manhattan’s central business district. That could cost commuters -- mainly from New Jersey -- thousands of dollars a year.
