Cops say it's better to have internal affairs handle investigations than members of groups
Giving residents more power to investigate police misconduct is up for debate in Trenton. A new bill, allowing towns to create civilian complaint review boards, would allow civilians to dig into allegations of excessive force and abuse in police departments. So far, only the city of Newark has deployed such a model.
